         Pursuant to a notice posted on February 19, 2003, the House  
         Committee on Appropriations-S/C on General Government met in a  
         public hearing and was called to order by the chair,  
         Representative Pickett, at 8:12 a.m. 
                                        
         The roll was answered as follows: 
          
         Present:  Representatives Pickett; Crownover; Hamric; Isett (4). 
          
         Absent:   Representative McClendon (1). 
          
         A quorum was present.
