         Pursuant to a notice posted on April 15, 2003, the House  
         Committee on Appropriations met in a formal meeting and was  
         called to order by the chair, Representative Heflin, at 8:28  
         a.m. 
          
         The roll was answered as follows:

         A quorum was present. 
          
         CSHB 2292 
          
         The chair laid out CSHB 2292 as pending business.  
          
         The chair moved that the previously adopted committee substitute  
         be withdrawn.  Without objection, the motion was adopted. 
          
         The chair offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         (Representative Stick now present.) 
          
         Representative Wohlgemuth moved that HB 2292, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
