Pursuant to a notice posted on March 24, 2003, and revised on
March 28, 2003, the House Committee on Appropriations met in a
public hearing and was called to order by the chair,
Representative Heflin, at 7:10 a.m.
The roll was answered as follows:

Article XII, Tobacco Settlement Receipts
The Chair laid out Article XII, Tobacco Settlement Receipts
recommendations.
The Chair moved to delete Article XII, Tobacco Settlement
Receipts, as laid out and amended. Without objection, the
motion was adopted.

The Chair moved to adopt the Informational Rider which
identifies the appropriations of Tobacco Settlement Receipts as
laid out for Article IX. Without Objection, the motion was
adopted.

The chair recognized Representative Truitt to lay out the
recommendations.

The chair recognized Representative Hupp to lay out the

The chair recognized Representative Luna to lay out the
recommendations.
Department of Mental Health and Mental Retardation
The chair recognized Representative Davis to lay out the
recommendations.

Representative Wohlgemuth moved to adopt the Funding,
Performance, Rider and FTE Motion as laid out for Article II.
Without objection, the motion was adopted.
Representative Wohlgemuth moved the adoption of the building
blocks and Method of Finance for the Department of Health budget
as recommended by the subcommittee and directed LBB staff to
integrate the building blocks and the Method of Finance into the
bill pattern. Representative Wohlgemuth further moved to adopt
the changes to performance measures, FTE levels for fiscal years
2004-2005, exempt salary levels as indicated in the report or in
the draft LBE and riders as laid out and amended. Without
objection, the motion was adopted.
Representative Wohlgemuth moved the adoption of the building
blocks and Method of Finance for the Department of Protective
and Regulatory Services budget as recommended by the
subcommittee and directed LBB staff to integrate the building
blocks and the Method of Finance into the bill pattern.
Representative Wohlgemuth further moved to adopt the changes to
performance measures, FTE levels for fiscal years 2004-2005,
exempt salary levels as indicated in the report or in the draft
LBE and riders as laid out and amended. Without objection, the
motion was adopted.
Representative Wohlgemuth moved the adoption of the building

blocks and Method of Finance as applicable for the Temporary
Assistance for Needy Families funds as recommended by the TANF
working group and directed LBB staff to integrate the building
blocks and the Method of Finance into the bill pattern.
Representative Wohlgemuth further moved to adopt the changes to
any performance measures, FTE levels for fiscal years 2004-2005
if any, exempt salary levels if any, as indicated in the report
or in the draft LBE and riders as laid out. Without objection,
the motion was adopted.
Representative Davis moved the adoption of the building blocks
and Method of Finance for the Mental Health and Mental
Retardation budget as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Davis
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, exempt salary levels as
indicated in the report or in the draft LBE and riders as laid
out and amended. Without objection, the motion was adopted.
At 6:55 p.m., on the motion of the chair and without objection,
the meeting was adjourned until 1:00 p.m., March 30, 2003.
