         Pursuant to a notice posted on March 21, 2003, and revised on  
         March 27, 2003, the House Committee on Appropriations met in a  
         public hearing and was called to order by the chair,  
         Representative Heflin, at 8:09 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Heflin; Luna; Berman; Branch; Brown,  
                   Betty; Brown, Fred; Davis, John; Ellis; Hupp; Jones,  
                   Elizabeth; Pickett; Pitts; Raymond; Solis; Stick;  
                   Turner; Wohlgemuth (17). 
          
         Absent:   Representatives Crownover; Deshotel; Dukes; Eiland;  
                   Gutierrez; Hamric; Hope; Isett; Kolkhorst; McClendon;  
                   Menendez; Truitt (12). 
          
         A quorum was present. 
          
         (Representative Isett now present.) 
          
         Representative Pitts moved to adopt the Reimbursement for  
         Classroom Supplies rider as laid out for the budget of the Texas  
         Education Agency.  Without objection, the motion was adopted.   
          
         (Representative Menendez now present.) 
          
         Representative Pitts moved to adopt the riders as laid out and  
         amended for Article III Special Provisions Relating to State  
         Agencies of Higher Education and the Higher Education  
         Coordinating Board.  Without objection, the motion was adopted.   
          
         (Representative Truitt now present.) 
          
         Representative Luna moved to adopt the Scheduled Exempt  
         Positions rider as laid out and amended for Article IX.  Without  
         objection, the motion was adopted. 
          
         (Representative Hamric now present.) 
          
         Representative Luna moved to adopt the building blocks and  
         Method of Finance for Article X-The Legislature and Special  
         Provisions Relating to the Legislature and directed LBB staff to  
         integrate the building blocks and the Method of Finance into the  
         bill pattern.  Representative Luna further moved to adopt any  
         FTE levels in 2004-2005 and riders as laid out.  Without  
         objection, the motion was adopted.   
          
         (Representative Kolkhorst now present.) 
          
         Representative Turner moved to delete the Juvenile  
         Accountability Incentive Block Grants Funding rider previously  
         adopted for the budget of the Juvenile Probation Commission.   
         Without objection, the motion was adopted.   
          
         (Representative Crownover now present.)(Representative McClendon  
         now present.) 
          
         At 8:57 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned until 7:00 a.m., March 29, 2003.
