Pursuant to a suspension of the 5-day posting rule on March 20,
2003, and a revision on March 21, 2003, the House Committee on
Appropriations met in a public hearing and was called to order
by the chair, Representative Heflin, at 3:15 p.m.
The roll was answered as follows:

Representative Raymond moved to adopt the Contingency
Appropriation: State Regulatory Response rider as laid out and
amended for the budget of the Department of Banking. Without
objection, the motion was adopted.
Representative Raymond moved to adopt the Thrift Regulatory
Response rider as laid out and amended and the Mortgage Broker
Regulatory Response rider as laid out and amended for the budget
of the Savings and Loan Department. Representative Raymond
further moved to adopt the Regulatory Response rider as laid out
and amended for the budget of the Credit Union Department.
Without objection, the motion was adopted.
Representative Raymond moves to amend the budget of the Savings
and Loan Department by amending the FTE levels as laid out.
Without objection, the motion was adopted.
Representative Raymond moved to amend the budget of the Office
of Consumer Credit Commissioner by amending the FTE levels as
laid out. Without objection, the motion was adopted.
Representative Raymond moved to adopt the technical correction
as laid out for the Credit Union Department budget. Without
objection, the motion was adopted.
Representative Turner moved to increase the FTE levels for
fiscal years 2004-2005 as laid out for the budget of the
Adjutant General's Department. Without objection, the motion
was adopted.
Representative Turner moved to increase the FTE levels for
fiscal years 2004-2005 as laid out for the budget of the
Department of Criminal Justice. Without objection, the motion
was adopted.
Representative Turner moved to adopt the TexasOnline
Appropriation rider as laid out for the budget of the Court
Reporters Certification Board. Representative Turner further
moved to direct LBB staff to adjust FTE levels as laid out, and
to add a conforming statement applied to all Article VIII
agencies participating in the TexasOnline program. Without
objection, the motion was adopted.
Representative Pitts moved to reduce the building blocks as laid
out for the budget of the Higher Education Group Insurance
Contributions for fiscal years 2004-2005. Without objection,
the motion was adopted.

Representative Pitts moved to adopt the OCR Priority Plan
Reporting Requirements rider as laid out for the budget of Texas
Southern University. Without objection, the motion was adopted.

Representative Pitts and Representative Gutierrez moved to adopt
the Contingent Revenue rider as laid out for the budget of the
State Board for Educator Certification. Without objection, the
motion was adopted.

Representative Pickett moved to adopt the Appropriation of
Unexpended Balances for Cost Containment rider as laid out for
the budget of the State Office of Risk Management. Without
objection, the motion was adopted.
At 6:37 p.m., on the motion of the chair and without objection,
the meeting was adjourned until 8:00 a.m., March 24, 2003.
