Representative Turner moved to adopt the Interagency Contract
for Legal Services rider as laid out for the budget of the Texas
Department of Criminal Justice. Representative Turner further
moved to adopt the Interagency Contract with the Texas
Department of Criminal Justice as laid out for the budget of the
Office of the Attorney General. Without objection, the motion
was adopted.
Representative Turner moved to adopt the Psychiatric Services
Study rider as laid out for the budget of the Texas Youth
Commission. Without objection, the motion was adopted.
Representative Turner laid out the ChalleNGe Youth Education
Program rider for the budget of the Adjutant General's
Department. Representative Berman offered an amendment to the
rider. The amendment was adopted without objection.
Representative Turner moved to adopt the rider as amended.
Without objection, the motion was adopted.
Representative Turner moved to adopt the Projects Funded with
Bond Proceeds rider as laid out for the budget of the Texas
Military Facilities Commission. Without objection, the motion
was adopted.

Enforcement Officer Standards and Education. Without objection,
the motion was adopted.
Representative Ellis moved to adopt the Migration to Modern
Enterprise Environment rider as laid out for the budget of the
Texas Alcoholic Beverage Commission. Without objection, the
motion was adopted.
Representative Ellis moved to adopt the Radio Systems
Interoperability rider as laid out for the budget of the
Department of Public Safety and further moved to instruct LBB
staff to insert corresponding riders in the agency's bill
pattern as listed. Without objection, the motion was adopted.

Representative Hope moved to increase appropriations to Article
VIII agencies participating in the TexasOnline Program as laid
out. Without objection, the motion was adopted.
Representative Hope moved to adopt the TexasOnline Authority
Appropriation rider as laid out for all Article VIII agencies
participating in the TexasOnline Program. Without objection,
the motion was adopted.
Representative Betty Brown moved to adopt changes in FTE levels
as laid out for fiscal years 2004-05 for the budget of the Board
of Barber Examiners. Without objection, the motion was adopted.

Culture (Cosmetology) School Tuition Protection Account rider
previously adopted for the budget of the Cosmetology Commission.

Representative Betty Brown moved to restore the funding for the
budget of the Texas Department of Insurance as recommended by
the subcommittee to the 2002-03 General Revenue baseline amount
by adding the appropriate strategy amount and integrating the
revised method of financing. Representative Betty Brown further
moved to adopt performance measures as laid out and amended and
changes to FTE levels for fiscal years 2004-2005 as laid out.

Representative Raymond moved to adopt performance measures as
laid out and revised for the budget of the Texas Board of
Professional Land Surveying. Without objection, the motion was
adopted.
Representative Solis moved to adopt changes to FTE levels for
fiscal years 2004-2005 as laid out for the budget of the Board
of Nurse Examiners. Without objection, the motion was adopted.
Representative Solis moved to adopt changes to FTE levels for
fiscal years 2004-2005 as laid out for the budget of the Board
of Vocational Nurse Examiners. Without objection, the motion
was adopted.
Representative Betty Brown moved to restore the funding for the
budget of the Racing Commission as recommended by the
subcommittee to the 2002-03 General Revenue baseline amount by
adding the appropriate strategy amount and integrating the
revised method of financing. Representative Brown further moved
to adopt changes to FTE levels for fiscal years 2004-2005 as
laid out. Without objection, the motion was adopted.
Representative Betty Brown moved to adopt the Contingency
Appropriation for Breeder's Cup rider as laid out for the budget
of the Racing Commission. Without objection, the motion was
adopted.
Representative Raymond moved to adopt changes to performance
measures as laid out for the budget of the Texas Appraiser
Licensing & Certification Board. Without objection, the motion
was adopted.
Representative Raymond moved to adopt changes to previously
adopted FTE levels for the 2004-2005 fiscal years for the budget
of the Texas Real Estate Commission. Representative Raymond
further moved to adopt changes to previously adopted FTE levels
for the 2004-2005 fiscal years for the budget of the Texas
Appraiser Licensing & Certification Board. Without objection,

Representative Solis moved to adopt the Capital Budget rider as
laid out and amended for the budget of the Texas Worker's
Compensation Commission. Without objection, the motion was
adopted.
Representative Solis moved to adopt the Business Process
Improvement rider as laid out and amended for the budget of the
Texas Worker's Compensation Commission. Without objection, the
motion was adopted.
Representative Solis moved to restore the funding for the budget
of the Research & Oversight Council on Workers' Compensation as
recommended by the subcommittee to the 2002-03 General Revenue
baseline amount by adding the appropriate strategy amount and
integrating the revised method of financing. Without objection,
the motion was adopted.

Representative Raymond moved to adopt changes to restore the
funding for the budget of the Savings and Loan Department as
recommended by the subcommittee to the 2002-03 General Revenue
baseline amount by adding the appropriate strategy amount and
integrating the revised method of financing. Representative
Raymond further moved to adopt changes to performance measures
as laid out and to adopt FTE levels for fiscal years 2004-05 as
laid out. Without objection, the motion was adopted.
