         Appropriations met in a public hearing and was called to order  
         by the chair, Representative Heflin, at 8:06 a.m.

         further moved to adopt the changes to performance measures, FTE  
         levels for fiscal years 2004-2005, exempt salary levels as  
         indicated in the report or in the draft LBE and riders as laid  
         out.  Without objection, the motion was adopted.

         levels for fiscal years 2004-2005, exempt salary levels as

         Texas Workforce Commission 
          
         The chair recognized Representative Isett to lay out the  
         recommendations.

         out.  Without objection, the motion was adopted.   
          
         Reimbursements to the Unemployment Compensation Benefit Account 
          
         The chair recognized Representative Isett to lay out the  
         recommendations. 
          
         Representative Isett moved the adoption of the building blocks  
         and Method of Finance as recommended by the subcommittee and  
         directed LBB staff to integrate the building blocks and the  
         Method of Finance into the bill pattern.  Representative Isett  
         further moved to adopt the changes to performance measures and  
         riders as laid out.  Without objection, the motion was adopted.

         Telecommunications Infrastructure Fund Board 
          
         The chair recognized Representative Gutierrez to lay out the  
         recommendations. 
          
         Representative Gutierrez moved the adoption of the building

         and directed LBB staff to integrate the building blocks and the  
         Method of Finance into the bill pattern.  Representative  
         Gutierrez further moved to adopt the changes to performance

         as laid out.  Without objection, the motion was adopted.   
          
         At 5:48 p.m., on the motion of the chair and without objection,
