Pursuant to a notice posted on February 28, 2003, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Heflin, at 8:08
a.m.

At 9:58 a.m., on the motion of the chair and without objection,
the meeting was recessed until the adjournment of the House,
March 5, 2003.
The committee reconvened at 11:43 a.m. and was called to order
by the chair, Representative Heflin. The roll was answered as

The chair recognized Representative Ellis to lay out the
recommendations.

Representative Ellis moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Ellis
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, exempt salary levels as
indicated in the report or in the draft LBE and riders as laid
out and amended. Without objection, the motion was adopted.
Texas Youth Commission
The chair recognized Representative Stick to lay out the
recommendations.

Representative Stick moved the adoption of the building blocks

recommendations.

House Committee on Appropriations

Representative Turner moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Turner
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, exempt salary levels as
indicated in the report or in the draft LBE and riders as laid
out and amended. Representative Turner also moved that it be the
intent of the Legislature that programs not receiving
appropriations in this Texas Department of Criminal Justice
budget due to the current condition of the State of Texas
economy and the lack of sufficient revenue for the 2004-2005
biennium, shall be forwarded by the recommendation of the House
Committee on Appropriations to the conference committee.
Without objection, the motion was adopted.
At 5:22 p.m., on the motion of the chair and without objection,
the meeting was adjourned until 8:00 a.m., March 6, 2003.
