Pursuant to a notice posted on February 27, 2003, and revised
February 28, 2003, the House Committee on Appropriations met in
a public hearing and was called to order by the chair,
Representative Heflin, at 8:06 a.m.

The chair recognized Representative Kolkhorst to lay out the
recommendations.

Representative Kolkhorst moved the adoption of the building
blocks and Method of Finance as recommended by the subcommittee
and directed LBB to integrate the building blocks and the Method
of Finance into the bill pattern. Representative Kolkhorst
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, exempt salary levels as
indicated in the report or as listed in the draft LBE and riders
as laid out and amended. Without objection, the motion was
adopted.
Court of Criminal Appeals
The chair recognized Representative Kolkhorst to lay out the
recommendations.

The chair recognized Representative Kolkhorst to lay out the
recommendations.

The chair recognized Representative Ellis to lay out the
recommendations.
Representative Ellis moved the adoption of the Special
Provisions-Judiciary with amendments as presented and further
directed LBB to incorporate the provisions into the bill
pattern.
Special Provisions Relating to Public Safety and Criminal
Justice
The chair recognized Representative Stick to lay out the
recommendations.
Representative Stick moved the adoption of the Special
Provisions Relating to Public Safety and Criminal Justice as
presented and further directed LBB to incorporate the provisions
into the bill pattern.

Texas Commission on Private Security
The chair recognized Representative Berman to clarify previously
adopted recommendations.
Representative Berman moved that the budget for the Texas
Commission on Private Security be adopted as presented.
Representative Berman further moved to incorporate the functions
of the Texas Commission on Private Security into the Department
of Public Safety and further directed LBB to incorporate the
agency into the bill pattern.
At 3:28 p.m., on the motion of the chair and without objection,
the meeting was adjourned until 8:00 a.m., March 5, 2003.
