         February 25, 2003, the House Committee on Appropriations met in  
         a public hearing and was called to order by the chair,  
         Representative Heflin, at 8:10 a.m.

         The chair recognized Representative Elizabeth Jones to lay out  
         the recommendations.

         Representative Elizabeth Jones moved the adoption of the  
         building blocks and Method of Finance as recommended by the  
         subcommittee and directed LBB to integrate the building blocks  
         and the Method of Finance into the bill pattern.  Representative  
         Elizabeth Jones further moved to adopt the changes to  
         performance measures, FTE levels for fiscal years 2004-2005,  
         exempt salary levels as indicated in the report or in the draft  
         LBE and riders as laid out.  Without objection, the motion was  
         adopted.   
          
         State Office of Administrative Hearings 
          
         The chair recognized Representative Elizabeth Jones to lay out  
         the recommendations.

         Representative Elizabeth Jones moved the adoption of the  
         building blocks and Method of Finance as recommended by the  
         subcommittee and directed LBB to integrate the building blocks

         the recommendations.

         The chair recognized Representative Raymond to lay out the  
         recommendations.  
          
         Representative Raymond moved the adoption of the building blocks  
         and Method of Finance as recommended by the subcommittee and  
         directed LBB to integrate the building blocks and the Method of  
         Finance into the bill pattern.  Representative Raymond further  
         moved to adopt the FTE levels for fiscal years 2004-2005, exempt  
         salary levels as indicated in the report or in the draft LBE and  
         riders as laid out.  Without objection, the motion was adopted.   
          
         At 9:59 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 15 minutes after the adjournment

         subcommittee and directed LBB to integrate the building blocks  
         and the Method of Finance into the bill pattern.  Representative  
         Betty Brown further moved to adopt the changes to performance

         number 1 as laid out.  Without objection, the motion was  
         adopted.

         blocks and Method of Finance as recommended by the subcommittee  
          and directed LBB to integrate the building blocks and the Method  
         of Finance into the bill pattern.  Representative Betty Brown  
         further moved to adopt the changes to performance measures, FTE  
         levels for fiscal years 2004-2005, and exempt salary levels as  
         indicated in the report or in the draft LBE.  Without objection,  
         the motion was adopted. 
          
         Board of Medical Examiners 
          
         The chair moved to adopt a correction to a rider that had  
         previously been adopted by the committee relating to the Board  
         of Medical Examiners.  Without objection, the motion was  
         adopted.  
          
         At 8:14 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned until 8:00 a.m., February 27, 2003.
