Pursuant to a notice posted on February 20, 2003, and revised
February 21, 2003, and February 24, 2003, the House Committee on
Appropriations met in a public hearing and was called to order
by the chair, Representative Heflin, at 8:28 a.m.

At 9:54 a.m., on the motion of the chair and without objection,
the meeting was recessed until 1:00 p.m., February 25, 2003.
The committee reconvened at 1:14 p.m. and was called to order by
the chair, Representative Heflin. The roll was answered as

The chair recognized Representative Elizabeth Jones to lay out
the recommendations.

Representative Elizabeth Jones moved the adoption of the
building blocks and Method of Finance as recommended by the
subcommittee and directed LBB to integrate the building blocks
and the Method of Finance into the bill pattern. Representative
Elizabeth Jones further moved to adopt the changes to
performance measures, FTE levels for fiscal years 2004-2005,
exempt salary levels as indicated in the report or in the draft
LBE and riders. Without objection, the motion was adopted.
Funeral Services Commission
The chair recognized Representative Solis to lay out the
recommendations.
Representative Solis moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB to integrate the building blocks and the Method of
Finance into the bill pattern. Representative Solis further
moved to adopt the changes to performance measures, FTE levels
for fiscal years 2004-2005, exempt salary levels as indicated in
the report or in the draft LBE and riders. Without objection,
the motion was adopted.
Texas Board of Medical Examiners
The chair recognized Representative Solis to lay out the
recommendations.

Texas Department of Licensing and Regulation
The chair recognized Representative Elizabeth Jones to lay out
the recommendations.
