         Pursuant to a notice posted on July 11, 2003, the House  
         Committee on Agriculture & Livestock met in a public hearing and  
         was called to order by the acting chair, Representative Miller  
         at 3:15 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Miller; Brown, Betty; Jones, Delwin;  
                   Swinford (4). 
          
         Absent:   Representatives Hardcastle; Burnam; Laney (3). 
          
         A quorum was present. 
          
         HB78 
          
         The chair laid out HB78. 
          
         (Representative Laney now present.) 
          
         The chair recognized Representative McReynolds to explain the  
         measure.  
          
         Representative Swinford offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative McReynolds to close on the  
         measure.  
          
         Representative Swinford moved that HB78, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Miller; Brown, Betty; Jones,  
                             Delwin; Laney; Swinford (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Hardcastle; Burnam  (2).  
           
         At 3:27 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
