         Pursuant to an announcement from the house floor on April 7,  
         2003, the House Committee on Agriculture & Livestock met in a  
         formal meeting and was called to order by the chair,  
         Representative Hardcastle, at 2:50 p.m. 
          
         The roll was answered as follows:

         A quorum was present.

         The chair laid out HB2328 as pending business. 
          
         Representative Miller offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Betty Brown moved that HB2328, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Hardcastle; Miller; Brown,  
                             Betty; Jones, Delwin; Swinford (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     Representative Burnam  (1).

         The chair laid out HB1148 as pending business. 
          
         Representative Swinford offered a complete committee substitute.  
         The committee substitute was adopted without objection. 
          
         Representative Delwin Jones moved that HB1148, as substituted,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
