H.R. No. 480
R E S O L U T I O N
WHEREAS, On March 13, 2003, the El Paso Commission for Women
is inducting Joan H. Quarm into its Hall of Fame; and
WHEREAS, Established in 1985, the commission is composed of
El Paso citizens who are committed to the pursuit of equal rights
and responsibilities for all women; inductees to the organization's
Hall of Fame are recognized in one of five categories, including
arts, civic leadership, education, professional, and public
service; and
WHEREAS, Selected for the arts category, Ms. Quarm has given
generously of her time and talents to provide El Paso residents with
the opportunity to enjoy local theater productions; during the
course of her career, she has been instrumental in founding The
Theater, Festival Theater, and Los Pobres Bilingual Theater, as
well as the Gilbert and Sullivan Company of El Paso, which she
currently directs; and
WHEREAS, In addition, this esteemed woman served 20 years as
an arts columnist and critic for a local paper, spent a decade
hosting a weekly radio program on the arts, and has shared her
experience with countless aspiring artists as a well-known speaker;
and
WHEREAS, A professor in the English department of The
University of Texas at El Paso for some 28 years, Ms. Quarm was
named associate professor emerita after her 1984 retirement from
the school; over the years, she has also received the city's
Conquistador Award, the Minnie Stevens Piper Professorship, a
Centennial Leaders Mentors of Today Award, and designation as Woman
of the Year in 1979 by the El Paso Women's Political Caucus; and
WHEREAS, The success of the State of Texas, the strength of
our communities, and the overall vitality of American society
depend on the dedication of people like Joan Quarm, who use their
considerable talents and resources to serve others, and it is a
privilege to join in honoring her at this time; now, therefore, be
it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature hereby congratulate Joan H. Quarm on her induction into
the El Paso Commission for Women's Hall of Fame and extend to her
sincere best wishes for continued success and happiness; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Ms. Quarm as an expression of high regard by the Texas
House of Representatives.
