Amend Floor Amendment No. 30 on Third Reading to CSHB 3588, in 
Section 27.050 (page 18) by striking lines 13-15 and substituting 
the following:
	"Sec. 27.050.  LIMITATION ON POWER.  (a)  An authority may 
not acquire by eminent domain real property or rights owned or held 
by a railroad or utility.
	(b)  An authority may not acquire an airport served by 
certificated air carriers under Part 139 of the Code of Federal 
Regulation for scheduled air service."
