Amend CSHB 3588 as follows:                                                  
	On page 1, line 39 by inserting a new section (F):                             
			(F)  "Facility" does not mean a border inspection 
facility that serves a bridge that had more than 900,000 commercial 
border crossings during the state fiscal year ending August 31, 
2002.
	On page 10, line 31, by inserting a new section (H):                           
			(H)  "Transportation project" does not mean a 
border inspection facility that serves a bridge that had more than 
900,000 commercial border crossings during the state fiscal year 
ending August 31, 2002.
