Amend CSHB 2292 as follows:                                                  
	On page 93, line 3, create a new Section 2.33 to read as 
follows:            
	SECTION 2.33. Section 533.005, Government Code, is amended by 
adding a new subsection to read as follows:
	(11) A managed care organization shall pay an out-of-network 
provider for emergency and all post-stabilization services at 
either:
		(1) the Medicaid allowable rate for such services as 
determined by the Department in accordance with Sections 32.028 and 
32.0281 of the Human Resources Code; or
		(2) the highest contractual rate paid by the managed 
care organization to an in-network provider.
