Amend CSHB 1 as follows:                                                     

(1)  Increase the Article III appropriations to the Texas 	Education Agency for Strategy A.1.1, Foundation School Program 
Equalized Operations (pages III-1 and III-2), by $2,181,716 for the 
state fiscal year ending August 31, 2004, and by $2,181,716 for the 
state fiscal year ending August 31, 2005.
	(2)  In Article I of the bill, in the Article I 
appropriations to the Commission on Human Rights (pages I-58, I-59 
and I-60), strike Strategies A.1.1, A.1.2, B.1.1, and B.1.2, and 
strike the appropriations for those strategies that appropriate a 
total of $2,181,716 for each fiscal year of the biennium.
	(3)  Conform totals and methods of financing appropriately.
