         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Veteran Affairs & Military  
         Installations Committee was held on Monday, April 23, 2001, in  
         the Lt. Governor Committee Hearing Room, 2E.20, at Austin,  
         Texas.

         Chairman Truan called the meeting to order at 3:11 p.m.  There  
         being a quorum present, the following business was transacted:   
          
         Senator Shapleigh moved adoption of the minutes from the  
         previous hearing held on April 4, 2001; without objection, it  
         was so ordered.   
          
         At 3:12 p.m. Senator Shapleigh assumed the chair.   
          
         The chair laid out SB 1815 and recognized the author, Senator  
         Truan, to explain the bill.  Dick Messbarger, representing Texas  
         Defense, Aviation, and Aerospace Alliance, testified in favor of  
         the bill.  James Christoferson, representing the Office of  
         Defense Affairs, testified on the bill.  Craig Pinkley,  
         representing Texas Department of Economic Development,  
         registered on the bill but did not testify.  The chair moved  
         that the public testimony be closed; without objection, it was  
         so ordered.  Senator Truan sent up Committee Amendment 1 and  
         moved adoption; without objection, the amendment was adopted.   
         Senator Truan moved that SB 1815, as amended, be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 5 ayes, 0  
         nay, 0 present not voting, and 0 absent.   
          
         The chair laid out HB 271 and recognized the Senate sponsor,  
         Senator Truan, to explain the bill.  Douglas Oldmixon,  
         representing Texas Veterans Land Board, testified on the bill.   
  
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Truan moved that HB 271  
         be reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.   
         Senator Truan moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         The chair laid out HCR 201 and recognized the Senate sponsor,  
         Senator Truan, to explain the bill.  Senator Truan moved that  
         HCR 201 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Truan moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         At 3:32 p.m. Senator Truan resumed the chair.   
          
         Chairman Truan laid out HCR 11 and recognized the Senate  
         sponsor, Senator Shapleigh, to explain the bill.  Samuel Bier,  
         representing Disabled American Veterans, testified in favor of  
         the bill.  Chairman Truan moved that the public testimony be  
         closed; without objection, it was so ordered.  Chairman Truan  
         thanked Senator Shapleigh for bringing HCR 11 before the  
         Committee and signed on as cosponsor of the concurrent  
         resolution.  Senator Shapleigh moved that HCR11 be reported  
         favorably to the Senate with the recommendation that it do pass  
         and be printed.  The motion carried with a record vote of 5  
         ayes, 0 nay, 0 present not voting, and 0 absent.   
          
         Chairman Truan laid out HCR 119 and recognized the Senate  
         sponsor, Senator Lindsay, to explain the bill.  Samuel Bier,  
         representing Capital City Chapter Ex-Prisoners of War, testified  
         in favor of the bill.  Chairman Truan moved that the public  
         testimony be closed; without objection, it was so ordered.   
         Senator Shapleigh moved that HCR119 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 5 ayes, 0 nay, 0  
         present not voting, and 0 absent.  Senator Shapleigh moved that  
         the bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         At 3:49 p.m. Senator Shapleigh assumed the chair.   
          
         The chair laid out SB 1160 and recognized the author, Senator  
         Truan, to explain the bill.  Senator Truan requested that the  
         previously adopted substitute for SB 1160 be withdrawn; without  
         objection, it was so ordered.  Senator Truan sent up a new  
         committee substitute; the chair recognized Senator Truan to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Truan moved adoption of the committee  
         substitute; without objection, it was so ordered.  Douglas  
         Oldmixon, representing Texas Veterans Land Board, testified on  
  
         the bill.  Senator Truan moved that SB 1160 do not pass but that  
         CSSB 1160 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 5 ayes, 0 nay, 0 present not voting, and 0  
         absent.   
          
         The chair laid out pending SB 1558 and recognized Senator Van de  
         Putte, in the absence of the author, to explain the bill.   
         Senator Van de Putte sent up Committee Amendment 1 and Senator  
         Truan moved adoption; without objection, the amendment was  
         adopted.  James Christoferson, representing the Office of  
         Defense Affairs, testified on the bill.  Senator Van de Putte  
         requested unanimous consent to roll Committee Amendment 1 into a  
         committee substitute; without objection, it was so ordered.   
         Senator Van de Putte moved that the new committee substitute be  
         adopted; without objection, it was so ordered.  Senator Van de  
         Putte moved that SB 1558 do not pass but that CSSB 1558 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 5  
         ayes, 0 nay, 0 present not voting, and 0 absent. 
          
         At 4:03 p.m. Senator Truan resumed the chair.   
          
         There being no further business, at 4:03 p.m. Senator Truan  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
