         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Veteran Affairs & Military  
         Installations Committee was held on Monday, April 2, 2001, in  
         the Lt. Governor Committee Hearing Room, 2E.20, at Austin,  
         Texas.

         Chairman Truan called the meeting to order at 2:31 p.m.  There  
         being a quorum present, the following business was transacted:   
          
         Chairman Truan laid out SB 1556 and recognized the author,  
         Senator Shapleigh, to explain the bill.  Senator Shapleigh moved  
         that SB 1556 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 0 absent.   
          
         At 2:35 p.m. Senator Fraser assumed the chair.   
          
         The chair laid out SB 1159 and recognized the author, Senator  
         Truan, to explain the bill.  Senator Truan moved that SB 1159 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator  
         Truan moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         At 2:37 p.m. Senator Truan resumed the chair.   
          
         Chairman Truan laid out SB 1353 and recognized the author,  
         Senator Armbrister, to explain the bill.  Senator Fraser moved  
         that SB 1353 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 0 absent.  Senator Fraser moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         Chairman Truan laid out SB 1539 by Senator Duncan and recognized  
         Senator Fraser, to explain the bill.  Senator Fraser sent up a  
         committee substitute; Chairman Truan recognized Senator Fraser  
         to explain the difference between the committee substitute and  
         the bill as filed.  Senator Fraser moved adoption of the  
         committee substitute; without objection, it was so ordered.   
         Senator Duncan, upon arrival to the hearing, was recognized by  
         Chairman Truan to explain the committee substitute.  Chairman  
         Truan moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Fraser moved that SB 1539  
         do not pass but that CSSB 1539 be reported back to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 5 ayes, 0 nay, 0 present  
         not voting, and 0 absent.   
          
         At 2:53 p.m. Senator Fraser assumed the chair.   
          
         The chair laid out SB 1699 and recognized the author, Senator  
         Truan, to explain the bill.  Senator Truan requested SB 1699 be  
         laid on the table subject to call; without objection, it was so  
         ordered.   
         There being no further business, at 2:55 p.m. Senator Truan  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
