         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Veteran Affairs & Military  
         Installations Committee was held on Wednesday, March 21, 2001,  
         in the Lt. Governor Committee Hearing Room, 2E.20, at Austin,  
         Texas.

         Chairman called the meeting to order at 3:35 p.m.  There being a  
         quorum present, the following business was transacted:   
          
         Chairman Truan laid out SB 1214 and recognized the author,  
         Senator Madla, to explain the bill.  Chris Shields, Terri  
         Williams and Teresa Nino, representing the Greater Kelly  
         Development Authority, testified in favor of the bill.  Chairman  
         Truan moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Haywood moved that SB  
         1214 be reported favorably to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 5 ayes, 0 nay, 0 present not voting, and 0  
         absent. 
          
         Chairman Truan laid out SB 1558 and recognized the author,  
         Senator Madla, to explain the bill.  Chris Shields, Terri  
         Williams and Teresa Nino, representing the Greater Kelly  
         Redevelopment Authority, testified in favor of the bill.  Ed  
         Davis, representing the Greater Kelly Redevelopment Authority,  
         registered in favor of the bill but did not testify.  Senator  
         Truan moved that SB 1558 be left pending; without objection, it  
         was so ordered. 
          
         Chairman Truan laid out SB 907 and recognized the author,  
         Senator Shapleigh, to explain the bill.  Alvin Luedecke,  
         representing the Texas Department of Transportation, testified  
  
         on the bill.  Laura Uribarri, representing the Greater El Paso  
         Chamber of Commerce, and Hector Gutierrez, representing the City  
         of El Paso, registered in favor of the bill but did not testify.   
         Senator Shapleigh moved that SB 907 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 5 ayes, 0 nay, 0  
         present not voting, and 0 absent.  Senator Shapleigh moved that  
         the bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered. 
          
         Chairman Truan laid out SB 939 and recognized the author,  
         Senator Shapleigh, to explain the bill.  Senator Shapleigh sent  
         up Committee Amendment 1 and moved adoption; without objection,  
         the amendment was adopted.  Senator Shapleigh moved that SB 939,  
         as amended, be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 0 absent.   
          
         At 4:14 p.m. Senator Shapleigh assumed the chair.   
          
         The chair laid out SB 1164 and recognized the author, Senator  
         Truan, to explain the bill.  Senator Truan sent up a committee  
         substitute; the chair recognized Senator Truan to explain the  
         difference between the committee substitute and the bill as  
         filed.  Ralph Gauer, representing Senator Troy Fraser, testified  
         on the bill.  Senator Truan moved adoption of the committee  
         substitute; without objection, it was so ordered. Senator Truan  
         moved that SB 1164 do not pass but that CSSB 1164 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a record vote of 5 ayes, 0  
         nay, 0 present not voting, and 0 absent.   
          
         The chair laid out SB 1425 and recognized the author, Senator  
         Truan, to explain the bill.  Senator Truan moved that SB 1425 be  
         left pending; without objection, it was so ordered.   
          
         At 4:25 p.m. Senator Truan resumed the chair.   
          
         There was no action taken for the following bill(s):  
         SB 480, relating to the use of development corporations to  
         improve local telecommunications infrastructure, remained  
         pending per the request of Senator Duncan.   
         Senator Shapleigh moved adoption of the minutes from the  
         previous hearing held on March 14, 2001; without objection, it  
         was so ordered.   
          
         Chairman Truan stated the Senate Veteran Affairs & Military  
  
         Installations Committee would hold a briefing on Base  
         Realignment and Closures (BRAC) on Wednesday, April 4, 2001 and  
         suggested the staffs of Committee members should meet to discuss  
         the possible agenda.  Chairman Truan also requested James  
         Christopherson with the Office of Defense Affairs work with the  
         Committee staff to prepare for the briefing. 
          
         There being no further business, at 4:26 p.m. Senator Van de  
         Putte moved that the Committee stand recessed subject to the  
         call of the chair.  Without objection, it was so ordered.
