         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health and  
         Human Services was held on Thursday, February 8, 2001, in the  
         Senate Chamber at Austin, Texas.

         The chairman called the meeting to order at 9:12 a.m.  There  
         being a quorum present, the following business was transacted. 
          
         The chairman laid out the February 1, 2001, minutes and called  
         for revisions.  There being none, Senator Sibley moved their  
         approval.  There being no objection, the motion prevailed by  
         unanimous consent.   
          
         The chairman laid out SB 52 by Senator Zaffirini, relating to a  
         requirement that child-care facilities post certain signs, and  
         recognized Senator Nelson, on behalf of the Senate sponsor,  
         Senator Zaffirini, to explain the bill. 
          
         Witnesses testifying and registering on SB 52 are shown on the  
         attached list.   
          
         At the chairman's request, SB 52 was left pending. 
          
         The chairman laid out SB 338 by Senator Madla, relating to a  
         state plan for the prevention and treatment of hepatitis C, and  
         recognized the author to explain the bill. 
          
         Witnesses testifying and registering on SB 338 are shown on the  
         attached list.  There being no other witnesses registered or  
  
         responding to the chairman's call for testimony relating to SB  
         338, the chairman closed public testimony. 
          
         Senator Madla moved that SB 338 be reported to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         prevailed by a vote of 8 ayes, 0 nays and 1 absent. 
          
         Senator Madla moved that SB 338 be recommended for the local and  
         uncontested calendar.  There being no objection, the motion  
         prevailed by unanimous consent. 
          
         The chairman laid out SB 439 by Senator Madla, relating to the  
         match requirement for the receipt of state funds by certain  
         organizations providing chemical dependency treatment services,  
         and recognized the author to explain the bill. 
          
         Witnesses testifying and registering on SB 439 are shown on the  
         attached list.  There being no other witnesses registered or  
         responding to the chairman's call for public testimony relating  
         to SB 439, the chairman closed public testimony. 
          
         Senator Madla moved that SB 439 be reported to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         prevailed by a vote of 8 ayes, 0 nays and 1 absent. 
          
         Senator Madla moved that SB 439 be recommended for the local and  
         uncontested calendar.  There being no objection, the motion  
         prevailed by unanimous consent. 
          
         At 9:26 a.m. Senator Carona assumed presiding duties. 
          
         The chairman laid out anew, the committee substitute for SB 62  
         by Senator Moncrief, relating to county and public health  
         district fees in certain populous counties, which had been left  
         pending, and recognized Senator Moncrief. 
          
         Senator Moncrief moved that SB 62 be reported to the Senate with  
         the recommendation that it do not pass but that the committee  
         substitute adopted in lieu thereof do pass and be printed.  The  
         motion prevailed by a vote of 8 ayes, 0 nays and 1 absent. 
          
         At 9:27 a.m. Senator Moncrief resumed presiding duties. 
          
         With no other business to come before the committee and upon a  
         motion by Senator Nelson, the chairman recessed the committee by  
         unanimous consent at 9:27 a.m., subject to the call of the  
         chairman.
