         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Subcommittee on  
         Agriculture was held on Thursday, February 15, 2001, in the  
         Capitol Extension, Room E1.012, at Austin, Texas.

         The chair called the meeting to order at 12:00 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out the minutes from the last hearing.  Senator  
         Duncan moved adoption of the minutes from the previous hearing  
         held on February 1, 2001; without objection, it was so ordered.   
          
         Senator Duncan assumed the chair. The chair laid out SB331 and  
         recognized the author, Senator Haywood, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.  Senator Haywood  
         moved that SB331 be reported favorably to the full committee.   
         The motion carried with a record vote of 2 ayes, 0 nay, 0  
         present not voting, and 1 absent.   
               
         Senator Haywood assumed the chair.   
          
         The chair laid out SB398 and recognized the author, Senator  
         Duncan, to explain the bill. Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair moved that the public testimony be closed; without  
         objection, it was so ordered.  Senator Duncan moved that SB398  
         be reported favorably to the full committee.  The motion carried  
         with a record vote of 2 ayes, 0 nay, 0 present not voting, and 1  
         absent.    
          
         There being no further business, at 12:45 p.m. Senator Haywood  
  
         moved that the Subcommittee stand recessed subject to the call  
         of the chair.  Without objection, it was so ordered.
