         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Natural  
         Resources was held on Thursday, April 26, 2001, in the Capitol  
         Extension, Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 2:10 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Chair laid out SB1655 and recognized the author, Senator  
         Sibley, to explain the bill.  Senator Barrientos sent up a  
         committee substitute; the Chair recognized Senator Sibley to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Barrientos moved adoption of the  
         committee substitute; without objection, it was so ordered.   
         Public testimony was closed.  The bill was left pending awaiting  
         a quorum. 
          
         The Chair laid out SB1686 and recognized the author, Senator  
         Jackson, to explain the bill.  Senator Bernsen sent up a  
         committee substitute; the Chair recognized Senator Jackson to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Bernsen moved adoption of the committee  
         substitute; without objection, it was so ordered.  Public  
         testimony was taken. Witnesses testifying and registering on the  
         bill are shown on the attached list.  Public testimony was  
  
         closed.  Senator Bernsen sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.  Senator  
         Bernsen moved that CSSB1686, as amended, be reported back to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 5 ayes, 0 nay, 0  
         present not voting, and 2 absent.  Senator Bernsen moved that  
         the bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         Senator Barrientos moved that SB1655 do not pass but that  
         CSSB1655 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 5 ayes, 0 nay, 0 present not voting, and 2  
         absent.  Senator Barrientos moved that the bill be recommended  
         for placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair laid out SB1764 and recognized Senator Barrientos, in  
         the absence of the author, to explain the bill.  Public  
         testimony was taken.  Witnesses testifying and registering on  
         the bill are shown on the attached list.  Public testimony was  
         closed.  The bill was left pending awaiting a quorum. 
          
         The Chair laid out HB2032 and recognized the Senate sponsor,  
         Senator Bivins, to explain the bill.  Public testimony was

         absence of the Senate sponsor, to explain the bill.  Public

         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.   The motion carried with a record vote  
         of 4 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator  
         Bivins moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered. 
          
         Senator Bivins moved that HB2032 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Barrientos moved that SB868 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         Senator Lucio moved that SB1573 do not pass but that CSSB1573 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 4  
         ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Lucio  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Barrientos moved that SB1697 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 4 ayes, 0  
         nay, 0 present not voting, and 3 absent.  Senator Barrientos  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Lucio moved that SB1806 do not pass but that CSSB1806 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 4  
         ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Lucio  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Bivins moved that SCR22 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 4 ayes, 0 nay, 0  
         present not voting, and 3 absent.  Senator Bivins moved that the  
         bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         Senator Lucio moved that SCR23 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.
