         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Nominations  
         was held on Tuesday, April 3, 2001, in the Capitol Extension,  
         Room E1.016, at Austin, Texas.

         The Chair reconvened the meeting at 2:14 p.m., and the following  
         business was transacted. 
          
         The Chair laid out the nominees to the Commission on the Arts. 
          
         The Chair requested that the appearance of Idelle Rabin be  
         waived.  Without objection, motion carried. 
          
         The Chair introduced William P. Wright, Jr. 
          
         The nominee made opening remarks and then responded to questions  
         by the members of the Committee. 
          
         The Chair announced that the consideration of this Board would  
         be left pending awaiting the arrival of a quorum. 
          
         The Chair laid out the nominee to the Texas State Board of  
         Chiropractic Examiners. 
          
         The Chair introduced Narciso Escareno. 
          
         The nominee made opening remarks and then responded to questions  
         by the members of the Committee. 
          
         The Chair announced that the consideration of this nominee would  
         be left pending awaiting the arrival of a quorum. 
  
         The Chair laid out the nominee to the Texas Aerospace  
         Commission. 
          
         The Chair recognized Senator Van de Putte to introduce Arthur  
         Emerson. 
          
         The nominee made opening remarks and then responded to questions  
         by the members of the Chair. 
          
         At 2:36 p.m., a quorum was established. 
          
         At 2:37 p.m., Senator Van de Putte moved that the minutes from  
         the previous meeting be approved.  Without objection, the motion  
         carried. 
          
         At 2:38 p.m., the Chair moved to recommend to the full Senate  
         that William P. Wright, Jr. and Idelle Rabin be confirmed to the  
         Commission on the Arts. 
          
         The motion carried with a vote of 7 ayes and 0 nays.  Senator  
         Gallegos, Wentworth, Lindsay asked to be shown voting aye.   
         Without objection, the motion carried. 
          
         Senator Van de Putte moved to recommend to the full Senate that  
         Arthur R. Emerson be confirmed to the Texas Aerospace  
         Commission. 
          
         The motion carried with a vote of 7 ayes and 0 nays.  Senator  
         Gallegos, Wentworth, and Lindsay asked to be shown voting aye.   
         Without objection, the motion carried. 
          
         Senator Haywood moved to recommend to the full Senate that  
         Narciso Escareno be confirmed to the Texas State Board of  
         Chiropractic Examiners. 
          
         The motion carried with a vote of 7 ayes and 0 nays.  Senator  
         Gallegos, Wentworth, and Lindsay asked to be shown voting aye.   
         Without objection, the motion carried. 
          
         The Chair laid out the nominees to the Texas Funeral Services  
         Commission. 
          
         The Chair introduced Dorothy Grasty. 
          
         The Chair recognized Senator Barrientos to introduce John Q.  
         Taylor King and Harry Whittington. 
         The Chair recognized Senator Haywood to introduce Jim Wright. 
          
         The Chair recognized Senator Van de Putte to introduce Martha  
         Rhymes. 
          
         The nominees made opening remarks and then responded to  
         questions by members of the Committee. 
          
         At 3:02, Senator Wentworth moved that the appearance of Frank  
         Maresh be waived.   Without objection, the motion carried. 
          
         Senator Gallegos moved to recommend to the full Senate that  
         Dorothy Grasty, John Q. Taylor King, Martha Rhymes, Harry  
         Whittington, Jim Wright, and Frank Maresh be confirmed to the  
         Texas Funeral Service Commission. 
          
         Senator Haywood seconded the motion. 
          
         The motion carried with a vote of 7 ayes and 0 nays.  Senators  
         Wentworth and Lindsay asked to be shown voting aye.  Without  
         objection, the motion carried. 
          
         The Chair laid out the nominees to the Texas Lottery Commission. 
          
         The Chair recognized Senator Carona to introduce Betsy Whitaker. 
          
         The Chair recognized Senator Gallegos to introduce Walter H.  
         Criner, Sr. 
          
         The nominees made opening remarks and then responded to  
         questions by members of the Committee. 
          
         The Chair announced that the consideration of these nominees  
         would be left pending awaiting the arrival of a quorum. 
          
         The Chair laid out the nominees to the Texas State Board of  
         Social Worker Examiners. 
          
         The Chair introduced John S. Roberts and Jamie B. Ward. 
          
         The nominees made opening statements and responded to questions  
         by members of the Committee. 
          
         The Chair announced that the consideration of these nominees  
         would be left pending awaiting the arrival of a quorum. 
          
         The Chair laid out the nominees to the Texas Racing Commission. 
         The Chair introduced Treva Boyd and R. Dyke Rogers. 
          
         The nominees made opening remarks and then responded to  
         questions by members of the Committee. 
          
         At 4:03 p.m., Senator Wentworth moved to recommend to the full  
         Senate that Treva Boyd and R. Dyke Rogers be confirmed to the  
         Texas Racing Commission. 
          
         The motion carried with a vote of 7 ayes and 0 nays.  Senators  
         Van de Putte, Barrientos, and Haywood asked to be shown voting  
         aye.  Without objection, the motion carried. 
          
         Senator Wentworth moved to recommend to the full Senate that  
         John S. Roberts and Jamie B. Ward be confirmed to the Texas  
         State Board of Social Worker Examiners. 
  
         Senator Lindsay seconded the motion. 
          
         The motion carried with a vote of 7 ayes and 0 nays.  Senators  
         Van de Putte, Barrientos, and Haywood asked to be shown voting  
         aye.  Without objection, the motion carried. 
          
         Senator Gallegos moved to recommend to the full Senate that  
         Walter H. Criner and Betsy Whitaker be confirmed to the Texas  
         Lottery Commission. 
          
         Senator Lindsay seconded the motion. 
          
         The motion carried with a vote of 7 ayes and 0 nays.  Senators  
         Van de Putte, Barrientos, and Haywood asked to be shown voting  
         aye.  Without objection, the motion carried. 
          
         The Chair announced that the nomination of two nominees would be  
         left pending:  Victoria Buchanan, nominee to the State Board of  
         Barber Examiners and Douglas Schwartz, nominee to the Real  
         Estate Research Advisory Committee. 
          
         Senator Lindsay moved to recommend to the full Senate that the  
         nominees with waived appearances listed on the attached agenda  
         be confirmed to their respective boards. 
          
         Senator Wentworth seconded the motion. 
          
         The motion carried with a vote of 6 ayes, 0 nays and 1 absent.   
         Senators Van de Putte and Haywood asked to be shown voting aye.   
         Without objection, the motion carried. 
         There being no further business, at 4:03 p.m. Senator Wentworth  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
