         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Thursday, June 20, 2002, in the Senate Chamber at  
         Austin, Texas.

         The Chair called the meeting to order at 10:15 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Chair welcomed the members of the Committee and made opening  
         remarks.  The Chair recognized Senator Gallegos and Dean Truan  
         to make opening remarks as well. 
          
         The Chair began discussion with invited witnesses to give  
         testimony on Committee charges one, two and three which relate  
         to transportation planning, federal funding of transportation  
         and the commercial trucking industry. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 12:18 p.m. Senator Armbrister assumed the chair.   
          
         At 12:30 p.m. Senator Shapiro resumed the chair.   
          
         There being no further business, at 4:15 p.m. Senator Shapiro  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
