         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, October 29, 2001, in the Senate Chamber at  
         Austin, Texas.

         Senator Frank Madla, the chair, called the meeting to order at  
         3:00 p.m.  The following business was transacted:   
          
         The chair laid out the Committee Rules. The chair moved that the  
         rules be adopted, without an objection it was so ordered. 
          
         There being no further business, at 3:05 p.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
