SENATE COMMITTEE ON STATE AFFAIRS 
                              Monday, October 29, 2001

         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, October 29, 2001, in the Senate Chamber at  
         Austin, Texas.

         The Chair called the meeting to order at 1:07 p.m.  There being  
         a quorum present, the following business was transacted:   
         The Chair welcomed all members of the committee and made opening  
         The Chair appointed a subcommittee, to be called Native American  
         Affairs, to study charge number four, examining the need to  
         establish a state agency or commission on Native American  
         Affairs.  The Chair appointed Senator Madla as chair of the  
         subcommittee.  Senator Armbrister and Senator Carona were  
         appointed members of the subcommittee.  The subcommittee will  
         hold their first committee hearing following the State Affairs  
         hearing today. 
         The Chair asked if there were any questions or changes to the  
         draft interim State Affairs rules.  There being no questions or  
         changes, Senator Truan moved adoption of the interim rules.   
         There being no objection, the rules were adopted. 
         The Chair discussed the proposed committee workplan for the  
         interim.  The Chair stated that the workplan was subject to  
         After completing the committee's organizational business, the  
         Chair began discussion on charge number two which monitors  
         developments at the federal level relating to the  
         re-authorization of TEA-21 and the creation of new innovative  
         transportation financing techniques. 
         The Chair called invited testimony from the Texas Department of

         Witnesses registering on this charge are shown on the attached  
         list. Public testimony was closed, without objection, it was so  
         There being no further business, at 2:39 p.m. the Chair moved  
         that the Committee stand recessed subject to the call of the
