         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on State Affairs was held on Tuesday, May  
         8, 2001, at Senator Shapiro's Desk

         The chair called the meeting to order at 1:55 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Previously HB1772 by Senator Harris, the Senate sponsor, was  
         left pending, Senator Harris sent up a committee substitute; the  
         chair recognized Senator Harris to explain the difference  
         between the committee substitute and the bill as filed.  Senator  
         Harris moved adoption of the committee substitute; without  
         objection, it was so ordered.  Senator Harris moved that HB1772  
         do not pass but that CSHB1772 be reported back to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 8 ayes, 0 nay, 0 present  
         not voting, and 1 absent.  Senator Harris moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         Previously HB893 by Senator Harris, the Senate sponsor, was left  
         pending, Senator Harris moved that HB893 be reported favorably  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 6 ayes, 2  
         nays, 0 present not voting, and 1 absent.     
          
         Previously HB2277 by Senator Fraser, the Senate sponsor, was  
         left pending.  Senator Fraser, had sent up Committee Amendment 1  
         and moved adoption; without objection, the amendment was  
  
         adopted.  Senator Fraser moved that HB2277, as amended, be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 8  
         ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Fraser  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Previously HB 2278 was left pending, the Senate sponsor, Senator  
         Fraser, moved that HB2278 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 8 ayes, 0 nay, 0 present  
         not voting, and 1 absent.  Senator Fraser moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         Previously HB678 by Senator Duncan, the Senate sponsor, was left  
         pending, Senator Carona had sent up Committee Amendment 1 and  
         moved adoption; without objection, the amendment was adopted.   
         Senator Madla moved that HB678, as amended, be reported back to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 8 ayes, 0  
         nay, 0 present not voting, and 1 absent.  Senator Madla moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Previously HB371 by Senator Wentworth, the Senate sponsor, was  
         left pending, Senator Madla moved that HB371 be reported  
         favorably to the Senate with the recommendation that it do pass  
         and be printed.  The motion carried with a record vote of 8  
         ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Madla  
         moved that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Previously HB3067 by Senator Zaffirini, the Senate sponsor,  
         Senator Shapiro had sent up a committee substitute and moved  
         adoption of the committee substitute; without objection, it was  
         so ordered.  Senator Truan moved that HB3067 do not pass but  
         that CSHB3067 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 8 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Truan moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         Previously SB1836 by Senator Armbrister was left pending,  
         Senator Armbrister moved that SB1836 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 8 ayes, 0  
         nay, 0 present not voting, and 1 absent.   
          
         At 2:06 p.m. Senator Truan assumed the chair.   
          
         The chair laid out HB2 and recognized the Senate sponsor,  
         Senator Shapiro, to explain the bill. Senator Shapiro had sent  
         up a committee substitute; the chair recognized Senator Shapiro  
  
         to explain the difference between the committee substitute and  
         the bill as filed.  Senator Shapiro moved adoption of the  
         committee substitute; without objection, it was so ordered.   
         Senator Shapiro moved that HB2 do not pass but that CSHB2 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 7  
         ayes, 0 nay, 0 present not voting, and 2 absent.   
          
         The chair laid out HB2509 and recognized the Senate sponsor,  
         Senator Shapiro, to explain the bill.  Senator Shapiro had sent  
         up Committee Amendment 1  and 2 and moved adoption; without  
         objection, the amendment was adopted.  Senator Shapiro moved  
         that HB2509, as amended, be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Shapiro moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The chair laid out HB3181 and recognized the Senate sponsor,  
         Senator Shapiro, to explain the bill.   Senator Shapiro had sent  
         up Committee Amendment 1 and moved adoption; without objection,  
         the amendment was adopted.  Senator Shapiro moved that HB3181,  
         as amended, be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 7 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Shapiro moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         At 2:09 p.m. Senator Shapiro resumed the chair. 
          
         There being no further business, at 2:11 p.m. Senator Shapiro  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
