Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Jurisprudence
was held on Monday, February 5, 2001, in the Capitol Extension,
Room E1.012, at Austin, Texas.

Senator J. E. Brown, the acting chair, called the meeting to
order at 2:01 p.m. There being a quorum present, the following
business was transacted:
The following members arrived after the roll was called:

The chair laid out SB3 and recognized the author, Senator
Duncan, to explain the bill. Senator Duncan sent up a committee
substitute; the chair recognized Senator Duncan to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
The chair announced the absense of Chairman West. He also
announced, at the request of Chairman West, that all bills would
be laid out, any public testimony on the bills would be heard,
and any committee substitutes could be adopted, but stated that
all bills be left pending until further notice.
Senator Duncan moved adoption of the committee substitute for SB
3; without objection, it was so ordered.
The chair laid out SB203 and recognized the author, Senator
Duncan, to explain the bill. Senator Duncan sent up a committee
substitute; the chair recognized Senator Duncan to explain the
difference between the committee substitute and the bill as
filed. Senator Duncan moved adoption of the committee
substitute; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the attached
list. The chair moved that the public testimony be closed;
without objection, it was so ordered.
At 2:34 p.m. Senator Bernsen assumed the chair.
At 2:37 p.m. Senator Wentworth assumed the chair.
The chair laid out SB214 and recognized the author, Senator
Bernsen, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered.
The chair laid out SB15 and recognized the author, Senator
Bernsen, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered.
The chair laid out SB233 and recognized Senator Bernsen, in the
absence of the author, to explain the bill. Witnesses
testifying and registering on the bill are shown on the attached
list. The chair moved that the public testimony be closed;
without objection, it was so ordered.
There was no action taken for the following bill(s): SB 204 and
SB 236.
At 2:58 p.m. Senator Bernsen assumed the chair.
The chair announced that The State of the Judiciary would be
held on February 13, 2001 at
2:00 p.m. in the Old Supreme Court Room.
There being no further business, at 2:58 p.m. Senator Bernsen
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
