      Pursuant to a notice posted in accordance with Senate Rule 11.18, a  
      public hearing of the Senate Committee on Finance was held on Thursday,  
      April 26, 2001, in the Capitol Extension, Room E1.036, at Austin,  
      Texas.

      The chair called the meeting to order at 2:15 p.m.  There being a  
      quorum present, the following business was transacted:   
       
      The chair laid out SB1804 and recognized the author, Senator Truan, to  
      explain the bill.  Witnesses testifying and registering on the bill are  
      shown on the attached list.  Senator Truan moved that SB1804 be  
      reported favorably to the Senate with the recommendation that it do  
      pass and be printed.  The motion carried with a record vote of 11 ayes,  
      0 nay, 0 present not voting, and 2 absent.  Senator Truan moved that  
      the bill be recommended for placement on the Local & Uncontested  
      Calendar; without objection, it was so ordered.   
       
      The chair laid out SB1184 and recognized the author, Senator Van de  
      Putte, to explain the bill.  Witnesses testifying and registering on  
      the bill are shown on the attached list.  Senator Truan sent up a  
      committee substitute; the chair recognized Senator Van de Putte to  
      explain the difference between the committee substitute and the bill as  
      filed.  Senator Truan moved adoption of the committee substitute;  
      without objection, it was so ordered.  Senator Truan moved that SB1184  
      do not pass but that CSSB1184 be reported back to the Senate with the  
      recommendation that it do pass and be printed.  The motion carried with  
      a record vote of 11 ayes, 0 nay, 0 present not voting, and 2 absent.   
      Senator Truan moved that the bill be recommended for placement on the  
      Local & Uncontested Calendar; without objection, it was so ordered.   
       
      The chair laid out SB1346 and recognized the author, Senator  
      Armbrister, to explain the bill.  Witnesses testifying and registering  
      on the bill are shown on the attached list.   
      At 2:43 p.m. Senator Lindsay assumed the chair.  
      Senator Haywood sent up a committee substitute; the chair recognized  
      Senator Armbrister to explain the difference between the committee  
      substitute and the bill as filed.  Senator Haywood moved that SB1346 be  
      left pending; without objection, it was so ordered.   
       
      The chair laid out SB1200 and recognized the author, Senator Shapiro,  
      to explain the bill.  Witnesses testifying and registering on the bill  
      are shown on the attached list.  Senator Haywood sent up a committee  
      substitute; the chair recognized Senator Shapiro to explain the  
      difference between the committee substitute and the bill as filed.   
      Senator Haywood moved adoption of the committee substitute; without  
      objection, it was so ordered.   
      At 2:50 p.m. Senator Ellis resumed the chair.   
      Senator Ellis moved that SB1200 be left pending; without objection, it  
      was so ordered.   
       
      The chair laid out SB411 and recognized the author, Senator Shapiro, to  
      explain the bill.  Witnesses testifying and registering on the bill are  
      shown on the attached list.  Senator Lucio, Jr. sent up a committee  
      substitute; the chair recognized Senator Shapiro to explain the  
      difference between the committee substitute and the bill as filed.   
      Senator Lucio, Jr. moved adoption of the committee substitute; without  
      objection, it was so ordered.  Senator Ellis moved that SB411 be left  
      pending; without objection, it was so ordered.   
       
      At 3:12 p.m. Senator Truan assumed the chair.   
       
      The chair laid out SB1486 and recognized the author, Senator Haywood,  
      to explain the bill.  Witnesses testifying and registering on the bill  
      are shown on the attached list. Senator Ellis moved that SB1486 be left  
      pending; without objection, it was so ordered.   
       
      The chair laid out SB1488 and recognized the author, Senator Haywood,  
      to explain the bill.  Witnesses testifying and registering on the bill  
      are shown on the attached list.  Senator Haywood moved that SB1488 be  
      reported favorably to the Senate with the recommendation that it do  
      pass and be printed.  The motion carried with a record vote of 11 ayes,  
      0 nay, 0 present not voting, and 2 absent.  Senator Haywood moved that  
      the bill be recommended for placement on the Local & Uncontested  
      Calendar; without objection, it was so ordered.   
       
      The chair laid out SB1749 and recognized the author, Senator Haywood,  
      to explain the bill.  Witnesses testifying and registering on the bill  
      are shown on the attached list.  Senator Haywood sent up a committee  
      substitute; the chair recognized Senator Haywood to explain the  
      difference between the committee substitute and the bill as filed.   
      Senator Haywood moved adoption of the committee substitute; without  
      objection, it was so ordered.  Senator Truan moved that SB1749 be left  
      pending; without objection, it was so ordered.   
       
      At 3:45 p.m. Senator Ellis resumed the chair.  
  
      The chair laid out SCR32 and recognized the author, Senator Haywood, to  
      explain the bill.  Witnesses testifying and registering on the bill are  
      shown on the attached list.  Senator Truan moved that SCR32 be left  
      pending; without objection, it was so ordered.   
       
      The chair laid out HB1098 and recognized the Senate sponsor, Senator  
      Duncan, to explain the bill.  Witnesses testifying and registering on  
      the bill are shown on the attached list.  Senator Duncan moved that  
      HB1098 be reported favorably to the Senate with the recommendation that  
      it do pass and be printed.  The motion carried with a record vote of 11  
      ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Duncan moved  
      that the bill be recommended for placement on the Local & Uncontested  
      Calendar; without objection, it was so ordered.         
       
      There being no further business, at 3:55 p.m. Senator Ellis moved that  
      the Committee stand recessed subject to the call of the chair.  Without  
      objection, it was so ordered.
