         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, April 17, 2001, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 3:36 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SJR44 and recognized the author, Senator  
         Duncan, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Duncan sent up a committee substitute; the chair recognized  
         Senator Duncan to explain the difference between the committee  
         substitute and the bill as filed.  Senator Duncan moved adoption  
         of the committee substitute; without objection, it was so  
         ordered.  Senator Duncan moved that SJR44 do not pass but that  
         CSSJR44 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 7 ayes, 3 nays, 0 present not voting, and 3  
         absent.   
          
         The chair laid out SB1649 and recognized Senator Lucio, Jr., in  
         the absence of the author, Senator Bernsen, to explain the bill.  
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Lucio, Jr. moved that SB1649 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 11 ayes, 0 nay, 1 present not voting, and 1 absent.  Senator  
         Truan moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         The chair laid out SB1650 and recognized Senator Lucio, Jr., in  
         the absence of the author, Senator Bernsen, to explain the bill.  
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Lucio, Jr. moved that SB1650 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 12 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator  
         Truan moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         At 4:37 p.m. Senator Lucio, Jr. assumed the chair.   
          
         The chair laid out SB1341 and recognized Senator Ellis, in the  
         absence of the author, Senator Barrientos, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Lucio, Jr. moved that SB1341 be left  
         pending; without objection, it was so ordered.   
          
         At 5:30 p.m. Senator Ellis resumed the chair.  The Committee  
         continued the public testimony on pending bill SB 1725 by  
         Senator Cain.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  At 6:18 p.m. Senator Ogden  
         assumed the chair.   Senator Ogden moved that SB1725 be left  
         pending; without objection, it was so ordered.   
          
         There being no further business, at 6:35 p.m. Senator Ogden  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
