      Pursuant to a notice posted in accordance with Senate Rule 11.18, a  
      public hearing of the Senate Committee on Finance was held on  
      Wednesday, April 11, 2001, in the Capitol Extension, Room E1.036, at  
      Austin, Texas.

      The chair called the meeting to order at 8:45 a.m.  There being a  
      quorum present, the following business was transacted:   
       
      The chair laid out HB82 and recognized the Senate sponsor, Senator  
      Duncan, to explain the bill.  Senator Duncan moved that HB82 be  
      reported favorably to the Senate with the recommendation that it do  
      pass and be printed.  The motion carried with a record vote of 9 ayes,  
      0 nay, 0 present not voting, and 4 absent.  Senator Duncan moved that  
      the bill be recommended for placement on the Local & Uncontested  
      Calendar; without objection, it was so ordered.   
       
      The chair laid out SB1651 and recognized Senator Truan, in the absence  
      of the author, Senator Bernsen, to explain the bill.  Witnesses  
      testifying and registering on the bill are shown on the attached list.   
      Senator Ellis moved that SB1651 be left pending; without objection, it  
      was so ordered.   
       
      The chair laid out SB1652 and recognized the author, Senator Bernsen,  
      to explain the bill.  Witnesses testifying and registering on the bill  
      are shown on the attached list.  Senator Ellis moved that SB1652 be  
      left pending; without objection, it was so ordered.   
       
      The chair laid out SB1515 and recognized the author, Senator Lucio,  
      Jr., to explain the bill.  Witnesses testifying and registering on the  
      bill are shown on the attached list.  Senator Lucio, Jr. sent up  
      Committee Amendment 1 and moved adoption; without objection, the  
      amendment was adopted.  After a short debate by Senator Ogden, Senator  
      Lucio, Jr. withdrew the amendment.  Without objection, the amendment  
      was withdrawn.  Senator Lucio, Jr. moved that SB1515 be left pending;  
      without objection, it was so ordered.   
       
      The chair laid out SB1520 and recognized the author, Senator Lucio,  
      Jr., to explain the bill.  Witnesses testifying and registering on the  
      bill are shown on the attached list.  Senator Lucio, Jr. sent up a  
      committee substitute; the chair recognized Senator Lucio, Jr. to  
      explain the difference between the committee substitute and the bill as  
      filed.  Senator Lucio, Jr. moved adoption of the committee substitute;  
      without objection, it was so ordered.  Senator Lucio, Jr. moved that  
      SB1520 be left pending; without objection, it was so ordered.   
       
      The chair laid out SB1725 and recognized Senator Truan, in the absence  
      of the author, Senator Cain, to explain the bill.  Witnesses testifying  
      and registering on the bill are shown on the attached list.  Senator  
      Truan sent up a committee substitute; the chair recognized Senator  
      Truan to explain the difference between the committee substitute and  
      the bill as filed.  Senator Truan moved adoption of the committee  
      substitute; without objection, it was so ordered.  Senator Truan moved  
      that SB1725 be left pending; without objection, it was so ordered.

      There being no further business, at 9:45 a.m. Senator Ellis moved that  
      the Committee stand recessed subject to the call of the chair.  Without  
      objection, it was so ordered.
