Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Monday, April 9, 2001, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 9:00 a.m. There being
a quorum present, the following business was transacted:
The chair laid out SB1156 and recognized the author, Senator
Zaffirini, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Zaffirini sent up a committee substitute; the chair
recognized Senator Zaffirini to explain the difference between
the committee substitute and the bill as filed. Senator
Zaffirini moved adoption of the committee substitute; without
objection, it was so ordered. Senator Zaffirini sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Senator Zaffirini requested unanimous
consent to roll the amendment into a committee substitute;
without objection, it was so ordered. Senator Zaffirini moved
that SB1156 do not pass but that CSSB1156 be reported back to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 11 ayes, 0
nay, 0 present not voting, and 2 absent.
The chair laid out SJR38 and and SB 1442 and recognized the
author, Senator Truan, to explain the bills. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Truan sent up a committee substitute; the chair
recognized Senator Truan to explain the difference between the
committee substitute and the bill as filed. Senator Truan moved
adoption of the committee substitute; without objection, it was
so ordered. Senator Truan moved that SJR38 and SB 1442 be left
pending; without objection, it was so ordered.
At 9:50 a.m. Senator Ellis moved that the committee stand
recessed until after adjournment of the Senate; without
objection, it was so ordered.
At 12:05 p.m. the committee reconvened. Senator Lucio, Jr.
assumed the chair.

Local & Uncontested Calendar; without objection, it was so
ordered.
The chair laid out SB615 and recognized Senator Ellis, in the
absence of the author, Senator Harris, to explain the bill.

pending; without objection, it was so ordered.
At 12:14 p.m. Senator Ellis resumed the chair and laid out SB896
and recognized the author, Senator Shapiro, to explain the bill.

reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of
10 ayes, 1 nay, 0 present not voting, and 2 absent.

Barrientos moved that HB1130, as amended, be reported back to

nay, 0 present not voting, and 2 absent.
There being no further business, at 1:30 p.m. Senator Ellis
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
