         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Monday, April 2, 2001, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 8:10 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 8:10 a.m. Senator Jackson assumed the chair.   
          
         The chair laid out SB1091 and recognized the author, Senator  
         Ellis, to explain the bill.  Senator Ellis moved that SB1091 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 12 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator  
         Ellis moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         At 8:24 a.m. Senator Ellis resumed the chair.   
          
         The chair laid out SB1060 and recognized the author, Senator  
         Lindsay, to explain the bill.  Senator Lindsay sent up a  
         committee substitute; the chair recognized Senator Lindsay to  
  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Lindsay moved adoption of the committee  
         substitute; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  Senator Lindsay moved that SB1060 do not pass but that  
         CSSB1060 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 12 ayes, 0 nay, 1 present not voting, and   
         absent.   
          
         The chair laid out SB937 and recognized Senator Lucio, Jr., in  
         the absence of the author, Senator Armbrister, to explain the  
         bill.  Senator Lucio, Jr. sent up a committee substitute; the  
         chair recognized Senator Lucio, Jr. to explain the difference  
         between the committee substitute and the bill as filed.  Senator  
         Lucio, Jr. moved adoption of the committee substitute; without  
         objection, it was so ordered.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Lucio, Jr. moved that SB937 be left pending; without objection,  
         it was so ordered.   
          
         The chair laid out SB512 and SJR 20 and recognized the author,  
         Senator Duncan, to explain the bills. Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Ellis moved that the SB 512 and SJR 20 be left pending until the  
         Committee reconvenes after session.  Without objection is was so  
         ordered. 
          
         At 9:45 a.m. Senator Ellis moved that the committee stand at  
         recess until after adjournment of the Senate; without objection,  
         it was so ordered.   
          
         At 3:43 a.m. the committee reconvened.   
          
         The chair recognized Senator Duncan on SB 512 and SJR 20.   
         Senator Duncan sent up a committee substitute to SJR 20; the  
         chair recognized Senator Duncan to explain the difference  
         between the committee substitute and the bill as filed.  Senator  
         Duncan moved adoption of the committee substitute; without  
         objection, it was so ordered.  Witnesses testifying and  
         registering on SB 512 and SJR 20 are shown on the attached list.   
         Senator Duncan moved that SJR20 do not pass but that CSSJR20 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a record vote of 8  
         ayes, 2 nays, 0 present not voting, and 3 absent.   Senator  
         Duncan moved that SB 512 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 8 ayes, 2 nays, 0 present  
         not voting, and 3 absent.  
          
         The chair laid out SB982 and recognized the author, Senator  
         Duncan, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Ellis moved that SB982 be left pending; without objection, it  
         was so ordered.   
          
         The chair laid out SB983 and recognized the author, Senator  
         Duncan, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Duncan moved that SB983 be reported favorably to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 11 ayes, 0 nay, 0 present not  
         voting, and 2 absent.   
          
         There was no action taken for the following bill(s):  
              SB 615 
              SB 1471 
          
         There being no further business, at 4:30 p.m. Senator Ellis  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
