         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Finance was  
         held on Thursday, March 29, 2001, in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The chair called the meeting to order at 1:30 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB976 and recognized the author, Senator  
         Fraser, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Fraser moved that SB976 be reported favorably to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 11 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Fraser moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         At 1:40 p.m. Senator Barrientos assumed the chair.   
          
         The chair laid out SB1090 and recognized the author, Senator  
         Ellis, to explain the bill.  Senator Ellis sent up a committee  
         substitute; the chair recognized Senator Ellis to explain the  
  
         difference between the committee substitute and the bill as  
         filed.  Senator Ellis moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator Ellis  
         moved that SB1090 do not pass but that CSSB1090 be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 12 ayes, 0  
         nay, 0 present not voting, and 1 absent. Senator Ellis moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.    
          
         The chair laid out SB1173 and recognized Senator Ellis, in the  
         absence of the author, Senator Wentworth, to explain the bill.   
         Senator Ellis sent up a committee substitute; the chair  
         recognized Senator Ellis to explain the difference between the  
         committee substitute and the bill as filed.  Senator Ellis moved  
         adoption of the committee substitute; without objection, it was  
         so ordered.  Witnesses testifying and registering on the bill  
         are shown on the attached list.  Senator Ellis moved that SB1173  
         be left pending; without objection, it was so ordered.   
          
         At 1:52 p.m. Senator Ellis resumed the chair.  
          
         The chair laid out SB1123 and recognized the author, Senator  
         Armbrister, to explain the bill.  Senator Fraser sent up a  
         committee substitute; the chair recognized Senator Armbrister to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Fraser moved adoption of the committee  
         substitute; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  Senator Fraser moved that SB1123 do not pass but that  
         CSSB1123 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 12 ayes, 0 nay, 0 present not voting, and 1  
         absent. Senator Fraser moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.    
          
         The chair laid out SB1125 and recognized the author, Senator  
         Armbrister, to explain the bill.  Senator Fraser sent up a  
         committee substitute; the chair recognized Senator Armbrister to  
         explain the difference between the committee substitute and the  
         bill as filed.  Senator Fraser moved adoption of the committee  
         substitute; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  Senator Fraser moved that SB1125 do not pass but that  
         CSSB1125 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a

         absent.   
          
         The chair laid out SB1013 and recognized the author, Senator  
         West, to explain the bill.  Witnesses testifying and registering  
         on the bill are shown on the attached list.  Senator Ellis moved  
         that SB1013 be left pending; without objection, it was so  
         ordered.   
          
         The chair laid out SB1611 and recognized the author, Senator  
         Fraser, to explain the bill.  Senator Fraser sent up a committee  
         substitute; the chair recognized Senator Fraser to explain the  
         difference between the committee substitute and the bill as  
         filed.  Senator Fraser moved adoption of the committee  
         substitute; without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.  Senator Fraser moved that SB1611 do not pass but that  
         CSSB1611 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         record vote of 11 ayes, 0 nay, 0 present not voting, and 2  
         absent.  Senator Fraser moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The chair laid out SB1678 and recognized the author, Senator  
         Jackson, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Jackson moved that SB1678 be left pending; without objection, it  
         was so ordered.   
          
         The chair laid out SB1060 and recognized the author, Senator  
         Lindsay, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  Senator  
         Lindsay moved that SB1060 be left pending; without objection, it  
         was so ordered.   
          
         There being no further business, at 3:00 p.m. Senator Ellis  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
