Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Monday, March 26, 2001, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 8:10 a.m. There being
a quorum present, the following business was transacted:
At 8:10 a.m. Senator Harris assumed the chair.
The chair laid out SB1 and recognized the author, Senator Ellis,
to explain the bill. Senator Ellis sent up a committee
substitute; the chair recognized Senator Ellis to explain the
difference between the committee substitute and the bill as
filed. Senator Ellis moved adoption of the committee
substitute; without objection, it was so ordered. Senator Ellis
provided the Committee with a packet of highlights from SB1.
The Committee gave a brief overview of summary packet. Senator
Ellis moved that SB1 do not pass but that CSSB1 be reported back
to the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 12 ayes, 0
nay, 0 present not voting, and 1 absent. Senator Zaffirini
moved that all members of the Finance Committee be added to SB1
as co-authors of the bill. Without objection, it was so
ordered.
Senator Ellis resumed the chair and thanked the Finance
Committee Members, staff, LBB, Comptroller's Office, Lt. Gov's
Office and the State Auditor's Office for all of their
dedication and hard work on the General Appropriations Bill
(Senate Bill 1). Lieutenant Governor Ratliff was present and
thanked Chairman Ellis for his hard work, organization and
leadership.
At 9:55 a.m. Senator Ellis moved that the committee stand
recessed until after adjournment of the Senate; without
objection, it was so ordered.
At 2:35 p.m. the committee reconvened.
The chair laid out SB344 and recognized the author, Senator
Bivins, to explain the bill. Senator Zaffirini sent up a
committee substitute; the chair recognized Senator Bivins to
explain the difference between the committee substitute and the
bill as filed. Senator Zaffirini moved adoption of the
committee substitute; without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list. Senator Zaffirini moved that SB344 be left
pending; without objection, it was so ordered.
The chair laid out SB1611 and recognized the author, Senator
Fraser, to explain the bill. Senator Duncan sent up a committee
substitute; the chair recognized Senator Duncan to explain the
difference between the committee substitute and the bill as
filed. Senator Duncan moved adoption of the committee
substitute; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Fraser moved that SB1611 be left pending; without
objection, it was so ordered.
The chair laid out SB736 and recognized the author, Senator
Duncan, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Duncan moved that SB736 be reported favorably to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 10 ayes, 0 nay, 0 present not
voting, and 3 absent.
There being no further business, at 3:40 p.m. Senator Ellis
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
