Pursuant to a notice posted in accordance with Senate Rule 11.18, a
public hearing of the Senate Committee on Finance was held on Thursday,
March 1, 2001, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 8:03 a.m. There being a quorum
present, the following business was transacted:
The Chair recognized Senator Truan, Chairman of the work group on General
Govenment (ARTICLE I), to present workgroup recommendations to the full
Committee on the following agencies:

The Committee adopted specific items recommended by LBB. The
Committee adopted the workgroup recommendatoins without objection.
Senator Truan assumed the chair.
The chair laid out SB737 and recognized the author, Senator Ellis, to
explain the bill. Witnesses testifying and registering on the bill are
shown on the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Ellis moved that
SB737 be reported favorably to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote of 9 ayes,
1 nay, 2 present not voting, and 1 absent.
The chair laid out SB411 and recognized the author, Senator Shapiro, to
explain the bill.
Senator Lindsay sent up a committee substitute; the chair recognized
Senator Shapiro to explain the difference between the committee
substitute and the bill as filed. Senator Lindsay moved adoption of the
committee substitute; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection,
it was so ordered. Senator Ellis moved that SB412 be left pending;
without objection, it was so ordered.
Senator Haywood and Senator Truan asked to be shown voting with the
Chair. Without objection, it was so ordered.
The chair laid out SB412 and recognized the author, Senator Shapiro, to
explain the bill. Witnesses testifying and registering on the bill are
shown on the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Ellis moved that
SB412 be left pending; without objection, it was so ordered.
Senator Ellis recognized Senator Fraser to present workgroup
recommendations on Veteran's Affairs to the full Committee.

The chair laid out SB848 and recognized the author, Senator Ellis, to
explain the bill. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Ellis moved that SB848 be
reported favorably to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 9 ayes, 0 nay,
0 present not voting, and 4 absent.
There being no further business, at 1:51 p.m. Senator Ellis moved that
the Committee stand recessed subject to the call of the chair. Without
objection, it was so ordered.
