         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Monday, April 30, 2001,  
         in the Betty King Committee Hearing Room, 2E.20, at Austin,  
         Texas.

         The chair called the meeting to order at 8:35 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB322 and recognized the author, Senator  
         Lucio, Jr., to explain the bill.  Senator Lindsay moved to  
         reconsider the vote taken on the substitute to SB322 on April  
         11,2001; without objection it was so ordered. Senator Lindsay  
         sent up a committee substitute; the chair recognized Senator  
         Lucio, Jr. to explain the difference between the committee  
         substitute and the bill as filed.  Senator Lindsay moved  
         adoption of the committee substitute; without objection, it was  
         so ordered.  Witnesses testifying and registering on the bill  
         are shown on the attached list.   
          
         At 9:35 a.m. Senator Madla moved that the committee stand  
         recessed until 30 minutes after adjournment of the Senate;  
         without objection, it was so ordered.   
          
         At 1:10 a.m. the committee reconvened.  Senator Lindsay sent up  
         Committee Amendment 12 and moved adoption; without objection,  
         the amendment was adopted. Senator Staples sent up Committee  
         Amendment 3.   
          
         Senator Staples assumed the chair.  Senator Madla sent up  
         Committee Amendment 7 and moved adoption; without objection, the  
  
         amendment was adopted.  Senator Madla sent up Committee  
         Amendment 8 and moved adoption; without objection, the amendment  
         was adopted.  Senator Shapiro sent up Committee Amendment 1 and  
         moved adoption; without objection, the amendment was adopted.   
         Senator Madla sent up Committee Amendment 9 and moved adoption;  
         without objection, the amendment was adopted.  Senator Madla  
         sent up Committee Amendment 10 and moved adoption; without  
         objection, the amendment was adopted.  Senator Madla sent up  
         Committee Amendment 11. Senator Madla moved to reconsider the  
         motions to adopt Amendments 1, 3, 7, 8, 9, 10, and 12; without  
         objection it was so ordered. Senator Madla resumed the chair.    
         Senator Cain sent up Committee Amendment 4.  Senator Madla sent  
         up Committee Amendment 13.  Senator Madla sent up Committee  
         Amendment 14.  Witnesses testifying and registering on the bill  
         and amendments are shown on the attached list.  
          
         There being no further business, Senator Madla moved that the  
         Committee stand recessed subject to the call of the chair.   
         Without objection, it was so ordered.
