         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Business &  
         Commerce was held on Wednesday, March 21, 2001, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Eddie Lucio, Jr.                None 
         Senator Eliot Shapleigh 
          
         The following members arrived after the roll was called:

         The chair called the meeting to order at 1:36 p.m. There being a  
         quorum present, the following business was transacted:   
          
         At 1:37 p.m. Senator Shapleigh assumed the chair.  The chair  
         laid out SB192 and recognized the author, Senator Lucio, Jr., to  
         explain the bill.   
          
         Senator Lucio, Jr. sent up a committee substitute; the chair  
         recognized Senator Lucio, Jr. to explain the difference between  
         the committee substitute and the bill as filed.  Senator Lucio,  
         Jr. moved adoption of the committee substitute; without  
         objection, it was so ordered.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Lucio, Jr. moved that SB192 do not pass but that CSSB192  
         be reported favorably to the full Committee on Business and  
         Commerce with the recommendation that it be reported favorably  
         to the Senate.  The motion carried. 
          
         The chair laid out SB195 and recognized the author, Senator  
         Lucio, Jr., to explain the bill.   
          
         Senator Lucio, Jr. sent up a committee substitute; the chair  
         recognized Senator Lucio, Jr. to explain the difference between  
  
         the committee substitute and the bill as filed.  Senator Lucio,  
         Jr. moved adoption of the committee substitute; without  
         objection, it was so ordered.  
          
         Senator Shapleigh requested unanimous consent to incorporate an  
         amendment into the committee substitute; without objection, it  
         was so ordered.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Lucio, Jr. moved that SB195 do not pass but that CSSB195  
         be reported favorably to the full Committee on Business and  
         Commerce with the recommendation that it be reported favorably  
         to the Senate.  The motion carried. 
          
         At 1:49 p.m. Senator Lucio, Jr. resumed the chair.   
          
         The chair laid out SCR7 and recognized the author, Senator  
         Shapleigh, to explain the bill.   
          
         At 1:50 p.m. Senator Carona assumed the chair.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Shapleigh moved that SCR7 be reported favorably to the  
         full Committee on Business and Commerce with the recommendation  
         that it be reported favorably to the Senate.  The motion  
         carried. 
          
         The chair laid out SCR8 and recognized the author, Senator  
         Shapleigh, to explain the bill.  
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Shapleigh moved that SCR8 be reported favorably to the  
         full Committee on Business and Commerce with the recommendation  
         that it be reported favorably to the Senate.  The motion  
         carried. 
          
         There was no action taken for the following bill(s): SB 245, SB  
         1296, and SJR 37. 
          
         There being no further business, at 2:04 p.m. Senator Shapleigh  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
