         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Business &  
         Commerce was held on Thursday, March 1, 2001, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         The chair called the meeting to order at 8:40 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out SB224 and recognized the author, Senator  
         Shapleigh, to explain the bill.  
          
         Senator Shapleigh sent up a committee substitute; the chair  
         recognized Senator Shapleigh to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Shapleigh moved adoption of the committee substitute; without  
         objection, it was so ordered.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Shapleigh moved that SB224 do not pass but that CSSB224  
         be reported favorably to the full Committee on Business and  
         Commerce with the recommendation that it be reported favorably  
         to the Senate.  The motion carried with a record vote of 2 ayes,  
         0 nay, 0 present not voting, and 1 absent. 
          
         The chair laid out SB225 and recognized the author, Senator  
         Shapleigh, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Shapleigh moved that SB225 be reported favorably to the  
  
         full Committee on Business and Commerce with the recommendation  
         that it be reported favorably to the Senate.  The motion carried  
         with a record vote of 2 ayes, 0 nay, 0 present not voting, and 1  
         absent.   
          
         At 9:08 a.m. Senator Shapleigh assumed the chair.   
          
         The chair laid out SB 241 and SJR 10 and recognized the author,  
         Senator Lucio, Jr., to explain the bill.   
          
         Senator Lucio, Jr. sent up committee substitutes for SB 241 and  
         SJR 10; the chair recognized Senator Lucio, Jr. to explain the  
         differences between the committee substitutes and the bills as  
         filed.  Senator Lucio, Jr. moved adoption of the committee  
         substitutes; without objection, it was so ordered.   
          
         Witnesses testifying and registering on the bills are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         Senator Lucio, Jr. moved that SB 241 and SJR 10 do not pass but  
         that CSSB241 and CSSJR10 be reported favorably to the full  
         Committee on Business and Commerce with the recommendation that  
         they be reported favorably to the Senate.  The motion carried  
         with a record vote of 2 ayes, 0 nay, 0 present not voting, and 1  
         absent.   
          
         At 9:33 a.m. Senator Lucio, Jr. resumed the chair.   
          
         There being no further business, at 9:34 a.m. Senator Shapleigh  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.   
          
         There was no action taken for the following bill(s): SJR 7.
