Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Monday, January 28, 2002, in the
E1.714

The Chair called the meeting to order at 10:45 a.m. There being
a quorum present, the following business was transacted:
The Chair laid out the Administration committee budget and a
letter requesting an exemption to the salary cap for the
Committee Director. Senator Moncrief moved approval of the
budget and exemption letter; without objection, it was so
ordered.
The Chair laid out the Agriculture committee budget for
approval. Senator Brown moved approval of the budget; without
objection, it was so ordered.
The Chair laid out the Border Affairs committee budget for
approval. Senator Moncrief moved approval of the budget;
without objection, it was so ordered.
The Chair laid out the Business and Commerce committee budget
and a letter requesting an exemption to the salary cap for the
Policy Director. Senator Brown moved approval of the budget and
exemption letter; without objection, it was so ordered.
The Chair laid out the Education committee budget and a letter
requesting an exemption to the salary cap for the Committee
Director. Senator Moncrief moved approval of the budget and
exemption letter; without objection, it was so ordered.
The Chair laid out the Finance committee budget for approval.
Senator Ogden moved approval of the budget; without objection,
it was so ordered.
The Chair laid out the Health and Human Services committee
budget for approval. Senator Brown moved approval of the
budget; without objection, it was so ordered.
The Chair laid out the Intergovernmental Relations committee
budget for approval. Senator Brown moved approval of the
budget; without objection, it was so ordered.
The Chair laid out the Jurisprudence committee budget for
approval. They submitted a budget asking for $268,000, after
discussions with Senator Wests' staff and the Lt. Governor, the
Chair asked for a motion to approve their budget at $254,600.
Senator Moncrief moved approval of the revised budget; without
objection, it was so ordered.
The Chair laid out the Nominations committee budget. Senator
Ogden moved approval of the budget and Senator Brown seconded
the motion; without objection, it was so ordered.
The Chair laid out the Redistricting committee budget and a
letter requesting an exemption to the salary cap for the
Committee Counsel. Senator Brown moved approval of the budget
and the exemption letter; without objection, it was so ordered.
The Chair laid out the State Affairs committee budget and a
letter requesting an exemption to the salary cap for the General
Counsel. Senator Brown moved approval of the budget and
exemption letter and Senator Ogden seconded the motion; without
objection, it was so ordered.
The Chair laid out the Veteran Affairs and Military
Installations committee budget for approval. They submitted a
budget asking for $191,887. After visiting with Senator
Shapleigh's staff, the Chair asked for a motion to approve
their budget at $153,510. Senator Brown moved approval of the
revised budget; without objection, it was so ordered.
The Chair asked the committee to stand at ease at 11:05am. The
committee was called back to order at 11:08am.
The Chair laid out the Natural Resources committee budget and a
letter requesting an exemption to the salary cap for the
Committee Director. They submitted a budget asking for $331,300.
After discussions with Senator Brown, the Chair asked for a
motion to approve their budget at $307,300. Senator Moncrief
moved to approve the revised budget and the exemption letter;
without objection, it was so ordered.
The Chair laid out the Criminal Justice committee budget and two
letters requesting exemptions to the salary cap for the General
Counsel and Financial Analyst. They submitted a budget asking
for $332,470, after discussions with Senator Armbrister and the
Lt. Governor, the Chair asked for a motion to approve the budget
at $311,600. Senator Brown moved approval of the revised budget
and the two exemption letters; without objection, it was so
ordered.
There being no further business, at 11:10 a.m. Senator Brown
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
