Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Thursday, May 3, 2001, in E1.714.

The Chair called the meeting to order at 4:15 p.m. There being
a quorum present, the following business was transacted:
The Chair laid out HCR181 and recognized Senator Ogden, in the
absence of the Senate sponsor, to explain the resolution.
Senator Cain moved that HCR181 be left pending to await a
quorum; without objection, it was so ordered. Upon arrival of a
quorum, Senator Zaffirini moved that HCR181 be reported back to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 4 ayes, 0
nay, 0 present not voting, and 1 absent. Senator Zaffirini
moved that the resolution be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.
The Chair laid out HCR196 and recognized Senator Ogden, in the
absence of the Senate sponsor, to explain the resolution.
Senator Cain moved that HCR196 be left pending to await a
quorum; without objection, it was so ordered. Upon arrival of a
quorum, Senator Ogden moved that HCR196 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 4 ayes, 0 nay, 0
present not voting, and 1 absent. Senator Ogden moved that the
resolution be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
The Chair laid out HCR38 and recognized the Senate sponsor,
Senator Gallegos, Jr., to explain the resolution. Witnesses
testifying and registering on the resolution are shown on the
attached list. The Chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Zaffirini
moved that HCR38 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 3 ayes, 0 nay, 0 present not
voting, and 2 absent. Senator Zaffirini moved that the
resolution be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
Chairman Cain asked if there were any questions or comments
about any of the bills recommended for the May 8, 2001, Local
and Uncontested Calendar. There was discussion. Senator
Zaffirini moved that all of the bills on page one of the
recommended list be certified for the Local and Uncontested
Calendar with the exception of SB 350, SB 1488, SB 1573, and SB
1636. Without objection, it was so ordered. Senator Ogden
moved that all bills of page two of the recommended list be
certified for the Local and Uncontested Calendar with the
exception of SB 1818, HB 1467, and HB 2218. Without objection,
it was so ordered. Senator Moncrief moved that all bills of
page three of the recommended list be certified for the Local
and Uncontested Calendar. Without objection, it was so ordered.
The Chair laid out SB1348 and recognized the author, Senator
Armbrister, to explain the bill. Senator Moncrief sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Witnesses testifying and registering on
the bill are shown on the attached list. The Chair moved that
