Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Monday, March 19, 2001, in E1.714

The Chair called the meeting to order at 4:10 p.m. There being
a quorum present, the following business was transacted:
Senator Brown moved adoption of the minutes from the previous
hearing held on March 12, 2001; without objection, it was so
ordered.
The Chair laid out SB656 and recognized Senator Moncrief, in the
absence of the author, to explain the bill. Senator Moncrief
sent up a committee substitute; the Chair recognized Senator
Moncrief to explain the difference between the committee
substitute and the bill as filed. Dr. Steve Murdock,
representing Texas Agriculture Experiment Station, testified on
the bill. The Chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Moncrief moved
that SB656 do not pass but that CSSB656 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 5 ayes, 0 nay, 0
present not voting, and 0 absent.
Chairman Cain asked if there were any questions or comments
about any of the bills recommended for the March 22, 2001 Local
and Uncontested Calendar. There was discussion. Senator Ogden
moved that all of the bills on page one of the recommended list
be certified for the Local and Uncontested Calendar, with the
exception of SCR 9, SB 508 and SB 224. Without objection, it
was so ordered. Senator Ogden moved that all of the bills on
page two of the recommended list be certified for the Local and
Uncontested Calendar, with the exception of SB 711 which will be
held to wait for the House Bill. Without objection, it was so
ordered. Senator Ogden moved that all of the bills on page
three of the recommended list be certified for the Local and
Uncontested Calendar, with the exception of SB 992 which will be
left pending for further discussion. Without objection, it was
so ordered.
The Chair laid out SB1043 and recognized Senator Zaffirini, in
the absence of the author, to explain the bill. Senator
Zaffirini sent up a committee substitute; the Chair recognized
Senator Zaffirini to explain the difference between the
committee substitute and the bill as filed. Senator Zaffirini
moved adoption of the committee substitute; without objection,
it was so ordered. Senator Zaffirini moved that SB1043 do not
pass but that CSSB1043 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 0 absent.
There being no further business, at 4:35 p.m. Senator Moncrief
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
