         A quorum was present.

         The chair laid out HB 829. 
          
         Representative Bailey offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Ehrhardt moved that HB 829, as substituted, be  
         reported favorably to the full committee with the recommendation  
         that it do pass:
