         Pursuant to a notice posted on February 8, 2001, the House  
         Committee on Transportation met in a public hearing and was  
         called to order by the chair, Representative Alexander, at 2:15  
         p.m. 
          
         The roll was answered as follows:

                   Pickett; Swinford (6). 
          
         Absent:   Representatives Davis, Yvonne; Edwards; Hill (3).

         The chair recognized Representative Oliveira to explain the  
         measure.  
          
         Representative Noriega offered a complete committee substitute.  
          
         The committee substitute was adopted without objection.
