         Pursuant to a notice posted on February 15, 2001, the House  
         Committee on State, Federal & International Relations met in a  
         public hearing and was called to order by the chair,  
         Representative Hunter, at 8:04 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hunter; Berman; Elkins; Miller;  
                   Najera; Raymond (6). 
          
         Absent:   Representatives Moreno, Paul; Chavez; Madden (3). 
          
         A quorum was present. 
          
         Testimony was taken on the subjects of the Office of Defense  
         Affairs, the Aerospace Alliance, and the Texas Veterans  
         Commission.  (See attached witness list.) 
          
         (Representative Madden now present.) 
          
         HB 271 
          
         The chair laid out HB 271. 
          
         Representative Elkins offered a complete committee substitute.  
          
         The chair recognized Representative Berman to explain the  
         measure.  
          
         (Representative Chavez now present.) 
          
         Testimony was taken.  (See attached witness list.) 
          
         The bill was left pending without objection.  
          
         Additional invited testimony was taken on the subject of  
         military facilities.  (See attached witness list.) 
          
         At 8:43 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
