         Pursuant to a suspension of the 5-day posting rule, and pursuant  
         to an announcement from the house floor on May 17, 2001, the  
         House Committee on Higher Education met in a formal meeting and  
         was called to order by the chair, Representative Rangel, at 6:05  
         p.m. 
          
         The roll was answered as follows:

         The chair recognized Representative Reyna, Elvira to explain the  
         measure.  
          
         Representative Goolsby moved that SB 1840, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
