         Pursuant to a notice posted on March 27, 2002, the House  
         Committee on General Investigating met in a public hearing and  
         was called to order by the chair, Representative Gallego, at  
         1:40 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Gallego; Uher; Crabb; Eiland; Keel  
                   (5). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         Chairman Gallego recognized Representative Mary Denny and  
         Representative Anna Mowery. 
          
         The following persons were recognized by Chairman Gallego to  
         testify on the issue of the State Board of Education's  
         management of the Permanent School Fund: 
          
         Martha McCabe, State Auditor's Office; 
         Roger Ferris, State Auditor's Office; 
         Carol Ann Smith, State Auditor's Office; 
         Michael Stiernberg, State Auditor's Office; 
         Felipe T. Alanis, Commissioner of Education. 
          
         The following persons were recognized by Chairman Gallego to  
         testify on the issue of Special Districts: 
          
         Jeffrey J. Thorne, Texas Legislative Council; 
         Susan G. Alexander, Texas Legislative Council. 
          
         The following persons were recognized by Chairman Gallego to  
         testify on the issue of Historically Underutilized Businesses: 
          
         Charlotte Banks, Texas Building and Procurement Commission; 
         Courtney Ambres-Wade, State Auditor's Office; 
         Verma Elliott, State Auditor's Office; 
         Cindy Reed, Texas Building and Procurement Commission. 
          
         In accordance with Chapter 301.032 of the Government Code  
         (relating to the acceptance of gifts and donations), the  
         committee accepted the donation of research services from the  
         Mexican American Legislative Caucus.  The motion to accept these  
         services was made by Representative Crabb and seconded by  
         Representative Keel.  The motion prevailed by the following  
         record vote:

         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         At 3:55 p.m., on the motion of the chair and without objection,
