         Pursuant to a notice posted on January 16, 2002, the House  
         Committee on Criminal Jurisprudence met in a public hearing and  
         was called to order by the chair, Representative Hinojosa, at  
         2:19 p.m. 
          
         The roll was answered as follows:

                   Martinez Fischer (5). 
          
         Absent:   Representatives Dunnam; Garcia; Shields; Talton (4). 
          
         A quorum was present.

         Chair recognized Dr. Tony Fabelo of the Criminal Justice Policy  
         Council. 
          
         Testimony was taken (See attached witness list). 
          
         Chair recognized Will Harrell of the ACLU.

         Chair discusses interim charges. 
          
         At 3:23 p.m., on the motion of the chair and without objection,
